Futures in Focus: Advancing Adult Learning in Ireland Through NEAAL 2026–2027
A new iteration of the New European Agenda for Adult Learning (NEAAL) has commenced across Europe and will be implemented throughout 2026 and 2027.
As National Coordinators in Ireland, AONTAS will play a key role in promoting, supporting, and advocating for adult learning nationwide. The Irish programme, titled Futures in Focus: Strengthening Adult Learning for a Changing World, aims to place adult learning at the centre of a future European society that is inclusive, just, and democratic.
We recognise that achieving this vision requires strong cross-sectoral synergies between education policy and practice. Our goal is to foster these connections while building capacity within the adult education sector, raising awareness of the value of adult learning, and supporting innovative learning environments for adults.
This project will focus especially on supporting adult learners coming from marginalised communities.
AONTAS will do this by:
1) Building capacity within the adult and community education sector to provide quality and inclusive adult learning. We will also provide innovative capacity building for adult learners.
2) Deepening inter-departmental and cross-sectoral partnerships to support joined-up policy implementation across government with relevant stakeholders.
This will contribute to increased adult participation in learning, supporting Ireland’s target of a 64.2% annual participation rate in lifelong learning by 2030 – surpassing the EU benchmark of 60%. The initiative will be underpinned by the EU Skills Agenda and the Union of Skills Strategy.
Key Activities:
The key activities in this project will be developed within on of the four work packages below. Areas of work include building capacity for practitioners and organisations; empowering learners; policy and advocacy work; connecting the sector; collaborations at European levels.
Building Capacity
AONTAS will deliver three different training programms developed to equip adult educators to respond to today’s challenges. These will combine delivery of workshops in different communities nationwide, as well as a residential training programme. The three programmes are:
- Learner Voice Project: which will now include an online micro credential
- AOTNAS on the Road: a trauma-informed practice training for educators working with vulnerable adults
- Future Focused Innovation in Community Education: a residential training on the Community Education Against Disinformation programme
Empowering Learners
A transformative two-year initiative was designed to empower 24 adult learners with essential skills in communication, leadership, and advocacy. Participants are encouraged to apply their newly acquired skills by initiating and leading workshops or projects within their own communities or learning environments.
Policy and Advocacy Work
AONTAS’ policy and advocacy work will remain a central thread throughout the project. This will be further amplified by the upcoming Irish EU Presidency and AONTAS’ unique role in facilitating meaningful dialogue between local, national, and European adult education contexts.
Key activities in this area will include national campaigns, policy submissions, and both hosting and contributing to EU-themed events.
Strengthening the Sector
AONTAS continues to act as a key connector within the adult learning sector, and NEAAL will further strengthen our mission to bring the sector together while also mapping its development. In addition to shared learning and upskilling opportunities, and ongoing policy and advocacy work, we will enhance sectoral connections by convening a national, high-level, cross-departmental Project Advisory Group for NEAAL.
Furthermore, AONTAS will host two Adult Education Summit events over the next two years. These summits will bring together community education practitioners, policymakers, and key stakeholders to raise awareness, foster collaboration, and support shared learning across the sector.
Collaborations at EU Level
AONTAS will participate in a number of transitional meetings and thematic events, disseminating the work, opportunities and challenges that take place in Ireland in the adult ed sector. We will also host study visits from key civil societies and statutory organisations and departments from across Europe.
In the next two years we will play an active role in the EU Cluster of NEAAL National Coordinator ‘Innovative Learning Environments with the focus on Basic Skills’.
Background to NEAAL
In November 2021, the Council of the European Union put in place a New European Agenda for Adult Learning.
This focuses on the need to significantly increase adult participation in formal, non-formal, and informal learning across Europe.
It is a vision of how adult learning should develop in Europe by 2030.
Here in Ireland, AONTAS are the national coordinator for NEAAL. We were nominated to this role in 2014 by the Department of Education and Skills.
In this role, we design and run programmes funded by the European Commission that strengthen adult education.
We work with adult educators and learners across Ireland and facilitate cooperation with the other EU Member States who on NEAAL in their own countries.
